Online applications can be submitted from the 31st of March 2025, through their portal, which will remain open for a period of 45 days or until the available funding of €15.5 million is exhausted.

Green Mobility – Passengers (Mobilidade Verde – Passageiros)  

This covers a variety of vehicle and equipment types, including:

  • 100% electric passenger vehicles: up to €4,000 for individuals and €5,000 for local authorities and transport authorities, with the obligation to scrap vehicles over ten years old.

  • Cargo bikes, electric and conventional bicycles: support between €500 and €1,500 with an increase for electric bicycles.

  • Motorcycles, tricycles, quadricycles and other electric personal mobility devices: up to €1,500.

Chargers for electric vehicles in multi-family condominiums: support of up to €800 per parking space, including purchase and installation.

The granting of incentives covers the entire national territory and is subject to limits by type and beneficiary, with up to four incentives being requested per legal entity and one per individual, depending on the type of equipment.

Green Mobility – Merchants (Mobilidade Verde – Mercadorias)

Aimed exclusively at legal entities, the notice for goods mobility supports:

  • 100% electric light goods vehicles (category N1): incentive of €6,000 per unit, limited to two vehicles per beneficiary.

Cargo bicycles with or without electric assistance: support of 50% of the purchase value, up to a maximum of €1,500 (electric) or €1,000 (conventional), with a limit of four units per beneficiary.

Please be aware that documents sent by email are not accepted. If you detect any error in your application, you need to wait for it to be validated.

SUBMITTING THE APPLICATION AND REQUEST FOR PAYMENT OF THE INCENTIVE

The application must be submitted using the form available on their website, between the 31st of March 31 and the 14th of May (45 calendar days), or until the number of incentives in the type for which you are applying is exhausted.

The beneficiary is notified by email of confirmation of their registration, containing the respective date and time. Once the registration has been approved, the request for incentive payment must be submitted, using the form available on the Environmental Fund website, within 90 calendar days of the date of confirmation of registration approval.

GENERAL RULES AND REQUIREMENTS 

The incentive is granted exclusively for charging of the beneficiary's vehicle or installation of an electric vehicle charging point and cannot be converted into any type of other instalments or payments.

The approval of applications for incentives is subject to verification of the eligibility of the requests and the agreed limits, with the respective applications being ordered according to the date and time of submission of each request. (First come, first served).

Expenses incurred from the 1st of January 2025 onwards will be accepted. Failure by the beneficiary to submit the payment request within the deadlines set out in the notice will prevent them from having access to the eventual 2nd phase of this Notice. 

In cases where the beneficiary is a company or organisation, you must inform the number of payment requests you wish to submit.

DOCUMENTS AND OTHER ELEMENTS NECESSARY TO APPLY 

Relating to the beneficiary, at the time of registration 

  • Identification (NIF)

  • If the applicant is a company or organisation, including IPSS, copy of the Certidão do Registo Comercial or access code to the Certidão Permanente, and NIF of the company's representatives with powers to bind it

  • Proof of the beneficiary's tax situation being regularised with the Tax and Customs Authority, valid, or, preferably, authorisation to consult the tax situation

  • Proof of the beneficiary's contribution status being regularised with Social Security, valid, or, preferably, authorisation to consult the contribution status

  • Bank Identification Number (IBAN) of the account in the name of the beneficiary to which the incentive amount must be transferred

Regarding the vehicle purchased (types 1 to 6), at the time of the payment request

  • Invoice and respective purchase receipt dated after 1st of January 2025, in the name of the beneficiary, stating the chassis number, if applicable, and proof of registration, if applicable, through the DUA or equivalent document

  • Proof of scrapping of a fossil fuel vehicle more than 10 years old in the name of the beneficiary, in the case of applications for type 1 — Light passenger vehicles (category M1), with scrapping having occurred after the 1st of January 2023, with the category of the vehicle to be scrapped being the same as the vehicle purchased

  • In the event that the vehicle is introduced into the market under a financial lease agreement, a full copy of the contract must be presented in place of the invoice or receipt, explicitly stating that it is classified as a financial lease agreement, with a minimum duration of 24 months and dated after the 1st of January 2025, in the name of the beneficiary and identifying the vehicle by its chassis number and registration number

  • In the case of vehicles acquired under a financial lease agreement, proof must be provided that the beneficiary is already in possession of the vehicle, by submitting a delivery note or equivalent document

  • In the case of bicycles, a declaration from the seller must be presented, on the invoice or receipt, or in an attached document, stating that the vehicle is manufactured for city use or for transporting cargo, as applicable.

Regarding the charging point for electric vehicles (type 7)

  • Invoice for the purchase of the charger and respective receipt, dated after 1st of January 2025, in the name of the beneficiary

  • Installation invoice, issued by a certified technician, and respective receipt, dated after the 1st of January 2025, in the name of the beneficiary and showing the installation location (CPE) and the certificate number of the responsible technician

APPROVAL OF APPLICATIONS FOR INCENTIVES

Applications for incentives will be approved by assigning a sequential application number for the type of application to which it is intended, corresponding to the order of the date and time of application submission, provided that the number assigned falls within the following limits:

  • Type 1: 1,425 (one thousand four hundred and twenty-five) incentives or 5,700,000 € (five million seven hundred thousand euros), in the case of individuals and 600 (six hundred) incentives or 3,000,000 € (three million euros), in the case of companies or organisations, as well as Transport Authorities and Local Authorities

  • Type 3: 400 (four hundred) incentives or 600,000 € (six hundred thousand euros)

  • Type 4: 3,200 (three thousand two hundred) incentives or 2,400,000 € (two million four hundred thousand euros)

  • Type 5.1: 466 (four hundred and sixty-six) incentives or 700,000 € (seven hundred thousand euros)

  • Type 5.2: 1,000 (one thousand) incentives or 500,000 € (five hundred thousand euros)

  • Type 6: 400 (four hundred) incentives or 200,000 € (two hundred thousand euros)

  • Type 7: 216 (two hundred and sixteen) incentives or 400,000 € (four hundred thousand euros)

Payment of the incentive depends on the submission of the payment request accompanied by the documents referred to in paragraph 5, within the period indicated in paragraph 4.3. Payment requests that are not accompanied by all the required documentation will be rejected, in order to ensure the correct and timely processing of the incentives.

In the case of incentives provided for in Type 7, the FA will seek support from the Electric Mobility Network Management Entity (EGME - Entidade Gestora da Rede de Mobilidade Elétrica) to clarify issues related to the connection of electric chargers to the Mobi.E network.

Applications are submitted exclusively online. Please be aware that applications and respective documents sent by other means will not be considered.

Applications are limited to one vehicle. Electric city bicycles, conventional city bicycles, cargo bicycles, electric motorcycles and electric mopeds purchased by a legal entity, to a maximum of 4 vehicles.
